XiJEN College of Mountain Province, Inc. is a pioneering educational institution in Northern Luzon, established with a strong mission to uplift communities through accessible and quality computer and technical education.

Historical Background

XiJEN was founded in 1992 as XiJEN Learning Center, at a time when computer literacy was almost nonexistent in Mountain Province. Recognizing the transformative power of information technology, the school initially offered low-cost basic computer education to help local residents gain employable skills beyond traditional farming.

In 1998, the institution expanded its scope and was renamed XiJEN Institute of Technology, reflecting its growing role in vocational and technical education. In 2008, it officially adopted its present name, XiJEN College of Mountain Province, Inc., marking its evolution into a recognized higher education institution.

Vision and Advocacy

Located in Mountain Province, an area best known for the Banaue Rice Terraces, wood carving, and agriculture, XiJEN was established during a period when the region was largely “unwired” and unfamiliar with computers. Despite limited resources, budget constraints, and initial lack of interest from the community, the school’s founders—Joel Fagsao and his wife—persevered with a clear vision:
to ensure that people living in the mountains would not be left behind in education and technology.

The founders firmly believed that computer education could open doors to better employment opportunities, improve livelihoods, and change the future of the local community.

Early Programs and Growth

XiJEN initially offered short vocational and technical courses, particularly in:

  • Computer Programming

  • Computer Technician Training

  • Secretarial and Office Skills

These programs provided the people of Bontoc and nearby areas with practical skills for employment. To ensure quality and national recognition, XiJEN partnered with the Technical Education and Skills Development Authority (TESDA).

At the beginning, only a few students—mostly college students and working professionals—enrolled. At that time, there was reportedly only one computer in a government office in the town. However, enrollment gradually increased due to XiJEN’s:

  • Affordable tuition fees

  • Quality, job-oriented training

  • Strong reputation for employability after graduation

Most of XiJEN’s students are TESDA scholars, and since its founding, the institution has remained committed to keeping tuition fees affordable for underprivileged learners.

Achievements and Recognition

From starting with only two computers, XiJEN has grown into one of the most respected vocational and technical schools in the region. Its graduates are now employed both locally and internationally by well-known companies such as Sony, Acer, and Samsung.

In recognition of its outstanding contribution to technical education and workforce development, XiJEN College of Mountain Province, Inc. was awarded Idol ng TESDA – Institution Category. TESDA cited the school’s vital role as a partner in national development, especially in supporting unemployed and economically disadvantaged individuals.

Innovation and Community Outreach

XiJEN has consistently demonstrated leadership and innovation:

  • In 2000, it became the first school in the region to install satellite internet, enhancing access to digital learning.

  • It launched the “Computer to the Barrios” program, bringing computer education to underserved communities in remote barangays of Bontoc.

This outreach program proved highly successful and later served as a model for government agencies implementing similar initiatives for marginalized sectors.

Alumni Success

The success of XiJEN graduates is a testament to the quality of its education. One notable alumnus, Dexter Alacyang, worked as a Computer Technician for Qanta LCD Panels in Taipei, Taiwan. He credits XiJEN for equipping him with skills that are highly valued overseas.

According to him, XiJEN’s reputation as a strong computer school helped him secure employment easily, and his technical expertise allowed him to perform responsibilities often assigned to degree holders.

Present Academic Offerings

XiJEN College of Mountain Province continues to be a strong force in providing quality technical-vocational and higher education, proudly proving that living in the mountains does not mean being left behind in technology or learning.

Degree Program Offered:

  • Bachelor of Science in Information Technology (BSIT)
    (The school’s one and only degree program, reflecting its core strength and specialization)

Note:

  • BS Entrepreneurship and Bachelor of Secondary Education major in Filipino (BSED-Filipino) are no longer available.

Senior High School

  • Grade 11 and Grade 12 programs are offered.

Technical-Vocational Program

  • Bookkeeping NC III (TESDA-accredited)
