The scholarship application for in-coming grade 7 students for 2023-2024 in the Philippine Science High School (PSHS) is now open to eligible Filipino students through its Requirement for Admission, Criteria and Evaluation (RACE).
The deadline for online and in-person filing of application is on November 15, 2022.
A grade 6 elementary pupil from a duly recognized school by the Department of Education who meets the following criteria is eligible to apply for the PSHS RACE.
Criteria for eligibility
To qualify:
- applicants must have a final grade of 85% or better in Science and Mathematics, evidenced by the student’s report card. If the student’s grades in Science or Math are below 85%, then, he/she must provide evidence that he/she belongs to the upper 10% of the batch;
- be a Filipino citizen with no pending or approved application as immigrant to any foreign country; not be more than 15 years old by June 30, 2023;
- have at least a satisfactory rating (or its equivalent) in his/her Character Rating in his/her report card (SY 2021 – 2022); have not previously applied for admission in PSHS; and preferably, be in good health and fit to undergo a rigorous academic program.

The selection procedure is composed of two stages: determining the applicant’s predicted NCE grade, which is based on final grades in science and mathematics in grade 5, and combining accumulated scores from the applicant’s academic rank at the end of grade 5, and evaluating the applicant’s personal essay on a particular topic.
PSHS will be having the RACE for the third consecutive year in lieu of the National Competitive Exam (NCE) for the Pisay scholarship application and screening of aspiring in-coming grade 7 students.
“Although the current recorded daily Covid-19 cases are relatively lower than the previous year, we still want to avoid the spread of the virus among thousands of examinees who will gather in test venues nationwide,” said PSHS System Executive Director Lilia T. Habacon.

CRITERIA FOR ILLEGIBILITY

REQUIREMENTS FOR ADMISSION, CRITERIA AND EVALUATION (RACE)
- This new system is adopted to prevent the spread of COVID-19 among thousands of examinees who gather in testing sites across the country
- The selection procedure shall be conducted in two stages.
- The first stage is by determining the applicant’s predicted NCE grade (PNG) which is based on final grades in Science and Mathematics in Grade 5.
- The second stage is based on writing skills through a submission of essay.
- Applicants will be ranked from the highest to lowest based on their Final Score
- The top 240 applicants are considered as the Principal Qualifiers to the PSHS-Main Campus (MC).
- The top 90 or 120, depending on the quota of the PSHS campus, candidates in the regional ranking are the Principal Qualifiers of the Regional Campuses.

- The PSHS NCE Application Form and the accompanying material are not for sale, may be photocopied, and may be downloaded through this link. No reservation fee is required.
- Application forms are also available and may be filed at any of the following: PSHS campuses, DOST Regional offices, or Provincial Science and Technology Offices. Application forms with incomplete information will not be processed. Erasures, alterations and insertions must be initialed by the applicant.

- To submit an application, the PSHS NCE Applicant must provide the details required in the online application form. In cases where the applicant still needs to prepare the required attachments, he/she will have the option to save it as draft first until he/she has completed the required data and relevant documents. Once submitted, the application is considered final and will no longer be editable.

Is there a central office for all these 16 PSHS campuses? What are its functions?
Yes, the Office of the Executive Director (OED) is the central office of the 16 PSHS campuses where all plans, programs, and policies of the PSHS System are reviewed and then, presented to the Board of Trustees (BOT) for approval.
The BOT is the highest policy making body of the PSHS System, with the DOST Secretary as the Chairman.
The OED, headed by the Executive Director, coordinates the implementation of BOT approved policies and guidelines to the PSHS campuses.
How can I apply for PSHS scholarship?
Every year, the PSHS conducts the Requirement for Admission, Criteria, and Evaluation (RACE), a one-time screening examination to determine the qualifiers for PSHS scholarship. The RACE is for incoming Grade 7 students only.

What are the allowances given to PSHS scholars?
Aside from the world-class education that PSHS provides, with no tuition fee, a PSHS scholar receives a monthly stipend of Php 500.00. In addition to this, living allowances are provided, see the table below for the classification of allowances, based on socio-economic status of a scholar. Scholars also avail of free loan of textbooks.
Are there dormitory services for PSHS scholars who live far from the campus?
Yes. There are residence halls in each campus where a PSHS scholar may stay, subject to availability of rooms / beds.
Who are qualified to take the RACE this year?

How to find my Learners Reference Number?
The LRN or Learner Reference Number is a 12-digit number assigned by the Department of Education to each student as s/he goes through the basic education program. It is kept by the student even if s/he transfers to another school.
The LRN can usually be found on the top portion of a student’s report card or Form 138.

Do I have to submit my application personally?
Not necessarily. Parents or guardians may submit the application to any PSHS campuses, and DOST / Provincial S&T offices. The application form, attached documents and proof of payment are evaluated immediately upon submission.

How much is the processing fee?
The processing is FREE for students coming from public schools and private scholar. There is a fee of Php 300.00 for students from private schools. Payment is made upon submission of application, payments may be made online after accomplishing the online form, however, walk-in applicants can pay thru cash at the cashier’s office.
Is a home-schooled child eligible to apply?
Yes, as long as the school is accredited and recognized by the Department of Education (DepEd). Please submit the school’s certification/accreditation to the Admissions Office / PSHS Campus Registrar you are submitting your application form.
What if the child is studying abroad?
If the school abroad has the same curriculum prescribed and is also recognized by the Department of Education, the child may apply for the RACE.
What if the school is not DepEd accredited?
The application form will be rejected.
Is a child of dual citizenship eligible to apply? Any additional requirements?
Yes. A Philippine-issued passport (not expired).
If the child is 16 years old is he/she eligible to apply?
No, he/she must be not more than 15 years old by August of the following school year.
Is there a minimum age?
There is no minimum age.
Can I choose which PSHS campus to apply to?
Yes. In the application form, the applicants will check the campus of their choice.
The Top 240 qualifiers in RACE will be invited to enroll at PSHS Main Campus.
If the applicant does not qualify in the Top 240 qualifiers, their application will be considered for ranking on the regional campus that they chose in their application form. But remember that once you choose a regional campus, the child will not be considered as an alternate qualifier in the Main campus.
