Binalatongan Community College (BCC) is a local city college in San Carlos City, Pangasinan, Philippines, providing affordable and tuition-free higher education opportunities to students, particularly those from financially challenged families.
Established on July 24, 2006, through City Ordinance No. 38-06, BCC was conceptualized under the leadership of former City Mayor Julian “Jolly” V. Resuello and Engr. Marcelo Casillan. The college takes its name from “Binalatongan,” the historic ancient name of San Carlos City.
BCC began with a small group of students using borrowed classrooms at Central One Elementary School, supported by volunteer faculty members. The institution later transferred to a facility along Perez Boulevard and continued to expand its educational services.
In 2018, Binalatongan Community College became one of the local colleges covered by the national free tuition program under Republic Act No. 10931, further strengthening its mission of making higher education accessible to qualified students. The college has also continued its development and expansion, including campus development initiatives in Barangay Ano.
