Cavite State University – Naic (CvSU-Naic), formerly the Cavite School of Fisheries, is a specialized satellite campus of Cavite State University. Located in the coastal municipality of Naic, it has evolved from a small fishery school into a comprehensive higher education institution known for its expertise in aquatic sciences, education, and technology.
The Cavite School of Fisheries (CSF) was established under Republic Act No. 2661, sponsored by Congressman Justiniano Montano, the lone district representative of Cavite. The Act was approved on June 18, 1960, with an initial appropriation of ₱200,000.00. However, implementation in 1961 faced financial constraints due to limited national government funds.
Through the efforts of Dr. Pedro G. Guiang, then Assistant Director of Public Schools, representations were made to the Budget Commission, resulting in the reversion of reserved funds from other fishery schools. Consequently, an initial amount of ₱40,000.00 was released for CSF.
Planning and budget proposals were prepared in July 1961, creating plantilla positions for one (1) Principal, three (3) Fishery Technologists, and one (1) Clerk. An amount of ₱22,000.00 was allotted for school building construction, while the remaining funds were used for supplies, materials, and equipment.
The school officially commenced operations on June 4, 1962, with an enrollment of 175 first-year students under the Secondary Fishery Education Curriculum, supported by an additional appropriation of ₱100,000.00. Classes were initially held at the old municipal building in the town proper of Naic, Cavite. After one year, the school transferred to its permanent site in Bucana Malaki and Bagong Kalsada, Naic, Cavite.
In 1970, CSF was converted into a college, offering a two-and-a-half-year Technical Education Curriculum with an initial enrollment of 50 students. Enrollment steadily increased over the years, along with the expansion of faculty, staff, equipment, and instructional facilities.
At the start of School Year 1974–1975, a three-year Fishery Education Curriculum leading to a Diploma in Fishery Technology was introduced. On June 30, 1975, the Department of Education, Culture and Sports (DECS) approved the offering of a four-year Technological Curriculum leading to the Bachelor of Science in Fisheries (BSFi).
During SY 1992–1993, the college expanded its offerings to include short-term programs such as the Two-Year Food and Beverage Preparation Services and the Six-Month Basic Seaman Training Course. In SY 1997–1998, the Commission on Higher Education (CHED) approved two ladderized associate programs: Associate in Hotel and Restaurant Management (AHRM) and Associate in Food Technology (AFT). The Bachelor of Secondary Education (BSEd) with three major specializations was also approved during the same period.
A major milestone occurred in 2001, when the institution was officially integrated into the Cavite State University (CvSU) System by virtue of Republic Act No. 8292 and Board Resolution No. 2 dated February 6, 2001. The integration marked the transformation of the college into CvSU Naic Campus, ushering in expanded academic, research, extension, and production functions.
Following integration, the campus offered Bachelor of Science in Business Management in 2001, Bachelor of Elementary Education (BEEd) in 2002, and additional programs such as Bachelor of Science in Information Technology (BSIT) and Bachelor of Science in Computer Science (BSCS) in SY 2005–2006.
In 2016, the campus initiated an aggressive infrastructure development program, which included the construction of the AquaBEST (Aquaculture, Biology, Environment, Science and Technology) Building, a two-storey library, and the STAR (Science, Technology and Applied Research) Building, along with major repairs of existing facilities. Plans for additional facilities such as a covered court, dormitory, interfaith chapel, laboratories, and academic buildings are ongoing.
Notably, Dr. Hernando D. Robles, the current President of Cavite State University, previously served as Campus Administrator of CvSU Naic before taking his oath as the third CvSU President on October 6, 2016.
